Stream Head- CFT Desk and FCC QA

Job Details:

    • The Stream Lead / Unit Head – Counter Financing of Terrorism (CFT) Desk is responsible for leading the Bank's Counter Terrorist Financing, Targeted Financial Sanctions, and Proliferation Financing compliance framework. The role provides second-line oversight to ensure compliance with the SBP AML/CFT Regulations, Anti-Money Laundering Act, UNSC Resolutions, NACTA directives, FATF Recommendations, and other applicable regulatory requirements.
    • The incumbent will oversee terrorist financing investigations, targeted financial sanctions implementation, proliferation financing controls, and regulatory reporting while ensuring effective governance of CFT risks across the Bank's digital products, payment channels, customer lifecycle, and third-party relationships.
    • • Lead the implementation, enhancement, and governance of the Bank's Counter Terrorist Financing (CFT), Targeted Financial Sanctions (TFS), and Proliferation Financing (PF) compliance framework in line with SBP regulations, FATF Recommendations, and applicable international standards.
    • • Manage investigations relating to terrorist financing, sanctions, proliferation financing, and potential regulatory breaches, ensuring appropriate escalation to the MLRO and CCO for regulatory reporting and filing of Suspicious Transaction Reports (STRs), where required.
    • • Conduct Internal Risk Assessment Report and periodic Terrorist Financing and Proliferation Financing Risk Assessments, identify emerging financial crime threats, and recommend enhancements to screening, monitoring, and control frameworks.
    • • Lead the Data Analytics function by leveraging transaction data, customer behaviour analytics, sanctions screening trends and information to identify emerging terrorist financing risks, optimize screening scenarios, improve alert quality, and support risk-based decision-making.
    • • Establish and oversee a Quality Assurance (QA) framework covering sanctions screening, alert investigations, case management, STR recommendations, and regulatory reporting related to FCC domain to ensure consistency, effectiveness, adherence to internal procedures, and compliance with SBP regulatory expectations.
    • • Develop, review, and maintain CFT, Sanctions, and Proliferation Financing policies, procedures, standards, and guidance documents to ensure ongoing compliance with regulatory expectations and industry best practices.
    • • Monitor regulatory developments, sanctions updates, and emerging typologies, ensuring timely implementation of regulatory changes, system enhancements, and control improvements across the Bank.
    • • Provide advisory support to Business, Product, Operations, Technology, and Digital Banking teams to ensure CFT and sanctions compliance requirements are embedded within new products, payment services, fintech partnerships, and digital customer journeys.
    • • Prepare Key Risk Indicators (KRIs), governance reports, and regulatory submissions relating to terrorist financing, sanctions compliance, and proliferation financing risks for senior management and Board committees.
    • • Support internal audits, regulatory inspections, independent reviews, and remediation activities relating to CFT, sanctions, and targeted financial sanctions compliance.
    • • Promote a strong compliance culture through awareness initiatives, specialized training, and continuous enhancement of the Bank's Counter Terrorist Financing and Sanctions Compliance Program.
    • This role serves as the second line of defense for Counter Terrorist Financing, Targeted Financial Sanctions, and Proliferation Financing risk management, ensuring that the Bank maintains a robust financial crime compliance framework while supporting secure and compliant digital banking operations.
    • 8-10 years of experience, minimum education: BBA/BS/MBA/ ACCA
