Head Technological Compliance and Fraud

Job Details:

    • The Unit Head will drive the Bank's readiness for its Digital Retail Bank (DRB) license, ensuring every condition attached to the State Bank of Pakistan's (SBP) No Objection Certificate (NOC) is fulfilled within the stipulated six-month period, so the Bank can proceed to incorporation and apply for In-Principle Approval (IPA). Beyond licensing, the incumbent will supervise the Bank's Fraud Risk Management function per SBP guidelines, oversee Regulatory Reporting to SBP and other regulators, and manage the Bank's IT/Information Security (IS)- related SBP audits and reporting. The role requires close coordination across IT/IS and senior management, together with direct, ongoing liaison with SBP
    • 1. Digital Retail Bank (DRB) License Readiness
    •  Own end-to-end coordination of the Bank's NOC-to-license journey with SBP, assisting the Chief Ethics & Compliance Officer incoordination with Head Financial Crime and Regulatory Compliance for the DRB licensing project.
    •  Build and maintain a detailed tracker of every condition attached to the NOC
    •  Coordinate cross-functionally to close gaps and provide evidence of completion for each formality.
    •  once NOC conditions are met, and subsequently track IPA-stage conditions
    •  Serve as primary liaison with SBP's Digital Financial Services / Digital Banking Department for clarifications, submissions, and responses to observations.
    •  Provide the with periodic status reports/dashboards on licensing progress and promptly escalate any risk to the timeline.
    •  Maintain a complete, audit-ready documentation trail for every condition submitted to SBP.
    • 2. Fraud Risk Management
    •  Design, implement, and maintain the Bank's Fraud Risk Management Framework, aligned with SBP's Instructions on Fraud Risk Management and its digital fraud risk management/prevention guidelines, with particular attention to risks specific to digital-only banking channels (digital onboarding fraud, account takeover, social engineering, transaction/cyber fraud).
    •  Establish and maintain the Bank's Digital Fraud Prevention Policy and associated controls (transaction limits, device/account monitoring, dispute handling, customer data protection).
    •  Ensure fraud reporting is timely and complete per SBP's prescribed formats and timelines, including Board-level reporting of significant fraud cases and periodic fraud/forgery statements to SBP.
    •  Drive root-cause analysis of fraud incidents and ensure preventive/corrective controls are implemented.
    •  Oversee fraud awareness training for staff and, where applicable, customer-facing fraud communication.
    •  Maintain the fraud risk register and present regular fraud MI and trend analysis to senior management and the Risk Management Committee.
    • 3. Regulatory Reporting
    •  Supervise timely, accurate preparation and submission of all regulatory returns to SBP and other applicable regulators.
    •  Ensure submissions comply with SBP's prescribed formats, definitions, and timelines, including any reporting requirements specific to digital banks.
    •  Track regulatory developments and ensure new or amended reporting requirements are implemented on time.
    •  Coordinate with Finance, IT, and business units on data accuracy and validation ahead of submission.
    •  Maintain a regulatory reporting calendar and drive towards zero late or inaccurate submissions.
    •  Act as point of contact for SBP queries on regulatory submissions.
    • 4. IT/IS Related SBP Inspections
    •  Coordinate and manage IT/Information Security examinations and inspections conducted by SBP (or by external auditors on SBP's behalf), acting as primary liaison with SBP's IT examination/Banking Supervision teams.
    •  Ensure timely provision of requested documentation, policies, and risk assessments ahead of and during audits.
    •  Track audit observations and drive timely closure in coordination with IT, Information Security, and other relevant functions.
    •  Ensure the Bank's IT governance practices remain aligned with SBP's Enterprise Technology Governance & Risk Management (ETG&RM) Framework and related cybersecurity requirements as issued by SBP from time to time.
    •  Support readiness for licensing-related IT/cybersecurity assessments (e.g., vulnerability assessment/penetration testing, resilience reviews) required ahead of IPA/pilot launch.
    •  Report IT/IS audit status and remediation progress to senior management.
    • 5. Team Supervision & General Management
    •  Lead, supervise, and develop the officers/analysts within the Unit.
    •  Establish Unit-level policies, procedures, and internal controls.
    •  Represent the Unit in internal committees and SBP/regulatory engagements.
    •  Ensure close coordination across Risk, Compliance, IT, Operations, and business functions on all of the above.
    •  Provide regular reporting to senior management and relevant Board Committees (Risk Management, IT, Audit, as applicable).
    •  Bachelor’s degree in business, Finance, Banking, or IT; Master's degree (MBA or equivalent) preferred.
    •  Relevant certifications an advantage: CFE, CAMS, CISA, CRISC, PMP, or equivalent.
    •  8 to12 years in banking/financial services, with meaningful exposure to regulatory affairs, risk management, compliance, or IT audit.
    •  Prior involvement in digital bank licensing, fintech, or bank-wide transformation projects strongly preferred.
    •  Demonstrated experience liaising directly with SBP or other financial regulators.
    •  Prior people-management/supervisory experience.
