Executive oversight and leadership of Pillar 5 functions, encompassing IT Governance, SBP Audit Compliance, Software Quality Assurance (SQA), Change Advisory Board (CAB) Secretariat, and IT Procurement.
• Direct the State Bank of Pakistan (SBP) IT audit finding remediation roadmap, ensuring timely closure of regulatory observations and policy compliance across all IT domains.
• Formulate and enforce strict Change Advisory Board (CAB) gating policies, Release Management protocols, and Segregation of Duties (SoD) boundaries across IT operations.
• Oversee independent Software Quality Assurance (SQA) operations to ensure internal code sanitization and automated regression testing prior to business UAT handoffs.
• Direct IT vendor procurement, RFP commercial evaluations, 12-month AMC renewal tracking, and software license compliance to optimize technology spend.
• Act as primary executive interface for internal/external IT audits, SBP regulatory inspections, and enterprise risk reviews.
• Education: Bachelor’s or Master’s degree in Computer Science, Software Engineering, Information Technology, or related discipline.
• Experience: Minimum 12 to 15+ years of progressive IT leadership experience in banking or financial services, with at least 5 years in a senior IT Governance, Audit, or Quality Assurance leadership role.
Essential Skills and Competencies:
• In-depth mastery of State Bank of Pakistan (SBP) BPRD/IT guidelines, Enterprise Risk frameworks, and regulatory compliance standards.
• Strong expertise in ITIL, COBIT, Change Management, and Segregation of Duties (SoD) governance structures.
• Strategic capability to establish independent SQA quality gates, shift-left automated testing, and vendor management practices.
• Superior executive communication, audit negotiation, and cross-functional leadership skills.
Desirable Skills:
• CISA, CRISC, CISM, or ITIL v4 Master certifications.
